Rule 121 says "No Agent may voluntarily reduce eir Score to less than zero
Points", so I can't reduce my own score, but it says nothing about reducing
other player's scores.

I hereby reduce the score of all players except myself to minus one million
points. [[Note, this is not an order, this is an action.]]

Now can we please stop mucking about with the scores.
