Rule 224/0 states:
"Each eligible voter may cast one vote on each Ballot Issue."

Where exactly does it define 'eligible voter'? 

In Rule 226/0 is says:
"A Player may vote privately..."
So we know that a Player may vote privately, and I suppose we can assume
from this that a Player may also vote publicly, but this is not stated.

However Rule 231/0 says:
"...each Agent who voted..."
So this implies that eligible voters are not necessarily restricted to
Players. Are there any other Agents that can vote? I suspect not, but maybe
the rules should make it clear.

So here is a simple proposal for a new rule:

	Proposal: Eligible Voters
	The following entities are Eligible Voters:
	Players, as defined in Rule 106.

I've put it as a list so that if we want to add to it at any time it should
be quite easy. If I've completely missed something obvious that already
defines Eligible Voters, then let me know and I'll withdraw this proposal.

BTW, is it ok for me to submit this proposal before the start of the next
nweek?
