[nimh-dev] command list, options list

I just added a directory called misc, which now contains two files:

misc/command-list: a complete list of the 52 MH commands
misc/command-options: a list of the output of $command -help

(Note that command-options might not list all available options. I've already
found a few that the man pages list which don't show up here.)

The utility of this is that it provides us with a checklist. We can go
through the commands and options, marking which ones we've implemented,
which ones we're working on, and which ones we don't intend to clone.
(There probably are a few of those, e.g., slocal.)
