Add 3i Sax to Dresden garrison (now 11i Sax, 1m)

Mel, you state that adding 3 Saxon infantry brings the garrison to 11 Saxon
infantry and 1 militia.  Disregarding the 1 militia, JJ's most recent map
showed a garrison of 7 Saxon infantry.  Adding 3 infantry to this is only 10
Saxon infantry, not 11.  Which is correct?  Ten or eleven?
