However, I'm pretty sure this is incorrect.  All French ports should be
blockaded with the exception of Amsterdam resulting in $0 in American trade.
Since Holland is a free minor it is not eligible to be used to calculate
American trade (per 8.2.1.2.2.2.1).

If I'm wrong, someone please point out what I'm missing.
