The practical interpretation seems to be that you do chit choice for a combat as usual, and when forces are revealed, the Overwhelming Odds rule may kick in. At that point, _if_ an overwhelmed defender has not already tried and failed to Withdraw, they may attempt to do so now. You get one chance to withdraw, which could occur either before or after the revelation of forces. So in our case, Jim has already gotten his chance, so trivial combat should commence.
