7.3.6.1 doesn't say that. It says if you move into an ungarrisoned enemy
depot area and destroy the depot while ending movement, it counts as having
successfully foraged.

Seems pretty clear to me that that is successfully foraging, even if by
force marching.

You can't eat a depot on a forced march as you are required to forage.
