That's the story of the game.  I've had one moment of good land battles in 
two years of hard fighting.  I'm reaching the point of accepting that I 
might as well set my moves on a randomizer since nothing I plan actually 
matters.  I couldn't even beat Britain when they rolled consecutive ones 
for three battles, that didn't help them any, but my rolls stayed crappy 
enough that they survived it.
