One, this can't matter for the current battle so if you are a reinforcing nation potentially, don't wait on this argument to answer the escrow because it can't happen in this fight. Two, I would like to point out that we don't need a new rule. The current rules work fine. If you read through the combat rules, you don't see the steps where nations not involved have to leave except at the end of the movement phase. So, as written, the rules say that two powers not at war with each other can both reinforce so long as they are currently eligible and both arrive on the field, but they cannot fight unless they are at war with everyone on the opposing side and with no one on their side. That doesn't mean they leave, they just can't participate in a round of combat. Yes this allows some interesting possibilities and results, but so what?
