As far as the rules are concerned, this exception (attacks against
fleets carrying enemy corps) is the only exception in the rules that allows
two nations to fight without a DoW. It is a bizarre exception, and,
frankly, I think the rules would be much more consistent without it. In any
case, though, I don't think we should be taking our cues from this singular
exception, when the principle that two armies cannot fight without being at
war is spelled out clearly in 7.3.8 (and then reiterated in the section on
reinforcement).
Ok, at this point, I've stated my view as clearly as it can be stated.
I'll leave it to the rest of you to decide what we will be doing.
