[eia] Battle of Leopoldstadt resolution


This promises to be the most complex battle we've ever had to resolve,
since both sides have guard corps and there are forces belonging to
two powers not yet involved in the battle which could reinforce.

I'll send out the the guard commitment escrow for the first round now.
I can't see my map right now---am I correct that the reinforcement escrow
needs to be sent to Prussia and Russia only?

(Also, since Russia declared war on Prussia last month, we narrowly
dodged a situation which the rules don't give a method for resolving:

Suppose that Russia nad Prussia were not at war.

It would be legal for Prussia to reinforce, being at war with Austria.
Likewise, it would be legal for Russia to  reinforce, being at war with
France. However, if the Prussians have already joined the battle,
7.5.2.11.1.3 prevents the Russians from attempting to reinforce. Similarly,
the Prussians cannot attempt to reinforce if the Russians have already.
This if fine, except that it appears legal for both to try to reinforce if
neither one has succeeded yet---but this makes possible the clearly illegal
result of both the Prussians and Russians successfully reinforcing. It
wouldn't be a problem if the rolls aren't simultaneous, but there's no
indication of how the reinforcement rolling is to be conducted, nor how
we'd decide who gets to roll first if the rolls aren't simultaneous.

We should figure out what to do in this situation, since it could still
occur during this present war in a battle between France and Austria or
Russia if the armies attempting to reinforce are Prussian and Turkish.)
