France has no movement in the naval phase

France will go first in the land phase

Depot Removal: None
Depot Creation: Munich, North of Munich ($2)

1I at Orleans moves to between Paris and Cherbourg (f/a)
Davout and 1I move to between Paris and Cherbourg by way of Paris(f/a)
Holland corps holds (f/a)
Soult and 1I at Hamburg hold (f/a)
Massena, 1I and Naples corps hold at Toulon (f/a)
Napoleon, Murat and 3I detach a 5i garrison at Munich and proceed to 
Leopoldstadt ($9)
1I west of Munich moves to Munich, picks up 4i and continues to Linz ($1)
1I at Linz moves to Vienna ($2)
1I north of Munich moves to Leopoldstadt ($3)

Total Cost: $17

There will be battles west of Paris, at Leopoldstadt and possibly at Vienna
Linz is already under siege so no new decisions there.
