Can the allied fleets enter the port immediately following control of the
port and removal of the enemy fleets?  I thought so, but I can't find the
rule to support it.

The Russian corps at St. Malo was the IV, with 10 I.  Russia consents to Ney
becoming a British POW.  Allied losses seem to come to -1 I Russian, -2 I
British.
