OK, look, what is going on is a DIPLOMACY period - we're discussing the options and whether and how to respond. Once we're done with that (which takes a bit more time to coordinate given the disparate time zones, etc) we'll do the call to allies step. The rules allow that as being entirely possible unless one of the nations demands that their response will depend on the others. Outside of the declaration of war step, the escrow is supposed to be to make things easier.
