No, you can't re-use destroyed corps until after the economic phase, but I
thought we had established that I had mistakenly placed a "phantom corps" at
Vienna that did not in fact exist.  If that is so, then that corps marker is
available if you purchased them all.  (I removed that phantom corps before
the September map, so you could count them to check).
