I had thought that the corps tactical rating was also their tactical max.
But 12.3.7.1 seems to say otherwise.  If this is true, then the French do
not break.

Isn't the British force rolling at -1 because of tactical rating ?  Britain
is at 2-1 = 1, Ney is at 4.

That would make French losses in the first round -1 factor, -0.5 morale.
