You aren't taking the 1 French corps at Berlin and the 2 at Wittenberg into account for your forage rolls. As is, the Prussians at Berlin would have to forage at 5- (3 forage value - 2 additional corps +3 unused movement +1 home territory) and the Saxons at Wittenburg would be at 5- also (4 forage value -2 additional corps + 2 unused movement + 1 home territory).
