I'm not sure you can do either.  To put a depot inside the besieged port
city, you have to have a sea supply source (another port city with a depot
and your or an ally's fleet in it) already in place.  To do invasion supply,
you have to build a depot on the fleet, and you also need a depot in one of
your ports.

Are you allowed to build the port city (source) depot and the invasion depot
on the fleet at the same time ?
