There is a clear route between it and Warsaw through West Galacia. I'm not sure if that's allowed since it goes through Austrian territory, but I don't see any such restriction in it in the supply chain rules and it may be based on the old rules of warfare that Austria shouldn't prevent the transport of Prussian goods if it is not a belligerent towards Prussia.
