If there's no enemy garrison in a city, then presumably the Tsar's
officials are still in charge there. It's not unbelievable that two
cities of moderate size (plus their hinterlands) would be able to
round up about 1000 men each for militia duty.

A garrison in an enemey city isn't supposed to represent just a garrison
sitting there in the city doing nothing---it also represents security
operations, e.g., breaking up gatherings of locals who look like they're
drilling to be militia, which fall below the level of simulation in EiA.
