We know Eugene is hoping to see some real action.  And not wanting to
disappoint, here goes.

Depot Removal:  none
Depot Creation: Edinburgh ($1)

1 infantry at Birmingham --> Edinburgh & absorbs 1 infantry, leaving no
garrison ($1)
1 infantry at Birmingham (w/ Wellington) --> Portsmouth  ($2)
1 infantry at London --> Portsmouth  ($2)
1 infantry SE of London --> London & absorbs 6 infantry, leaving no garrison

Total cost= $6

Mike, does the force at Portsmouth retire or fight?

P.S.  At this point there are 4 British corps on the board and no British
garrisons anywhere.
