In December's reinforcement phase I added 4I, bringing the garrison to 12I.
No garrison factors were absorbed into the corps in January's orders.

I believe he is unnecessarily declaring that some of the garrison at London
plans on being at the depot.  As the exact location of garrison factors is
never defined until an enemy force also exists within their space, he
doesn't actually have to do that and he isn't actually bound by the
declaration that there is such a force.
