    Since no one declared war on me, and I declared war on no one, the Political Phase orders should be irrelevant.  Hence, I can go ahead with my December orders.

REINFORCEMENT:
    Pick up Castanos.  3 Tunisian infantry appear at Tunis (total garrison = 9 factors).  4 Portuguese infantry appear at Lisbon (total garrison = 5).

NAVAL: 
I fleet holds at Algiers.
II fleet transports 1I to Tunis.
III fleet holds at Cadiz.
Portugal transports Tunisia corps to Tunis.

LAND:
    Depot removal: Barcelona, Benghazi, Algiers.
    Depot creation: W of Tripoli.  ($1)
1I holds at Lisbon
1I: Algiers => W of Tunis.  ($1)
1I holds at Algiers.  (F/auto)
1I (w/Blake): 2 spaces S of Tunis => W of Tripolitania.  ($0.5)
1I disembarks at Tunis.  ($0.5)
Tunisia disembarks at Tunis [absorbs 5 inf., remaining garrison = 4 factors].  ($0.5)

Grand total: $4.
