I think Russia should be in the middle "8" box, not the lowest one. I started the quarter in July in the middle "7" box. To my recollection, my only political changes through the quarter were 3 alliances (Austria, Spain, Turkey) and an economic manipulation of +1 PP, putting Russia in the highest "8" box.
