I was browsing the map and noticed that I had put all of Berlin's 16 I garrison on the depot, even though a depot garrison can't be larger than 10 factors.  So I changed this to show 10 I on the depot, and the other 6 I in the city.  I will try to do the same in the future for large garrisons where a depot is involved.
