[eia] Portugal 

    In my econ phase, I said that Portugal got 12/8 (base) and 2/0 (domestic trade).  That was incorrect.  (I was counting Britain's money instead of my own!)  Portugal should get 4/0 from domestic trade (3 from Lisbon and 1 from Oporto).  So Portugal should be receiving a total of 16/8 instead of 14/8.
