As a minor house rule, we've always assumed that garrisons at cities with a
depot are _both_ in the city for purposes of things like using the harbor
defenses, and in the depot for purposes such as determining if a depot
garrison is in the area.  The only time you have to specifically choose
whether a garrison is in the city or the depot is when an enemy force enters
the area.

Am I staing this correctly, everyone ?
