[eia] Garrison question

The corps on board the fleets that just retreated to New Castle have not 
unloaded from the transports yet, do they count as a garrison for purposes 
of manning the city guns or is the city still considered ungarrisoned until 
they are able to debark in the Russian Land Phase?

Similarly, should a ground force arrive at New Castle, would the corps in 
the transports prevent the arriving force from occupying the city and 
forcing the fleets to depart?
