[eia] Britain's PP status

Here is a list of the PP changes I have for GB:

JANUARY:

 +1  Gain control of Baden
 -2  DoW on K2S
 +1  Naval battle w/ Naples
 +2  Naval battle w/ Sweden
 -2  Naval battle w/ French

FEBRUARY:

 +1  Ally w/ Russia
 -1  Lose Baden

MARCH:

 +1  Naval battle w/ Denmark (French phase)
 +1  Naval battle w/ Denmark (British phase)
 +1  Port baatle @ Christiana
 -1  Riga blockade box battle
 +1  Conquer Sicily

This results in a net +3 to put GB in the highest "9" box (thereby
collecting 9 VPs before adjustment).  After a -2 PSA GB will end in the high
"8" box.  You were absolutely correct, Joel.  Thanks for the catch.
