[eia] British map corrections 

Before I send out the British naval phase I want to make a couple of map
clarifications:

The 2nd Fleet should be in the Toulon blockade box,

the 4th Fleet should be shown as "in port" at Gibraltar,

and the 5th Fleet should be one space west (in the sea space that touches
both the Hamburg and Christiana blockade boxes, not the Copenhagen sea
space).
