[eia] Naples naval battle resolution

I probably should have announced that the 2nd fleet started with 8 ships.  I
apologize for this oversight.

So the British win the wind gauge and inflict 25% of 8=2 casualties on the
Naples fleet.  The Neopolitans respond with a volley that inflicts 5% of 3=0
casualties on the British fleet.  The Naples fleet is retreated to the
nearest friendly, unblockaded port which must be either Naples or Palermo.

G.B. gains +1 PP and France loses -1 PP.
