I am assuming that these are the corps IDs, not the number of corps present.
Fred, corps Ids should not be disclosed until they are involved in a battle.
Also, (as JJ has already pointed out), until they are involved in a battle,
guard corps are simply referred to as infantry corps.  Minor country corps
IDs and strengths are public knowledge all the time.  Fleet IDs are always
public knowledge, but not their strengths.
