[eia] Declarations

I apreciate everyone's patience. I appologize to everyone for how long it 
has taken me to get started with the game. I now have a starting date with 
my new compant and a lot of my professional concerns have been addressed.

JJ has answered a few questions I had and I understand the process a lot 
better. I hope this next question is not particularly dense. I went to send 
my declarations of war to the escrow account. The only email I have from the 
escrow account is about the bidding process. I had expected to have an email 
about the declarations. Am I wrong? Should I send my response to the escrow 
account directly without responding to a specific e-mail?
