    No, that's not right.  You collect VPs first, don't you?  So that means
Austria *will* gain 5 victory points, putting them at 69 total (as indicated
on the PSD).  Then they lose 2 for having their capital occupied and gain 2
because of drift.  That still leaves them in the lowest 5 box.
