[eia] Austrian forages

So the Austrian corps lose -1 cav and -3 inf. for forage losses.  Not bad.

The garrisons don't fare as well.  The garrison at Prague (which I don't
have on my map) loses one factor.  Does this wipe them out?.  The Vienna
garrison is eliminated and the Bavarian corps loses 4 factors.

Joel, you also need to roll for the garrison at Milan.  I believe you need a
4 or better.  :)
