Well, rule 5.2.3 refers you to rule 7.3.3 (Detaching/Absorbing Factors) and
states " corps may detach or absorb factors as garrisons at, or absorb army
factors from, depots and/or _unbesieged_ friendly or vacant cities...".

Based on this I would be inclined to say that besieged corps are not allowed
to exchange factors.

I'm trying to figure out if a besieged corps can drop/pick up factors from
the city it occupies.  5.2.3 says that factors cannot be exchanged between
two _corps_ if they are besieged, but is less specific about transfers
between a corps and a city garrison.  What do you all think ?
