True enough about Holland.

JJ, I'm not sure you're doing the adjustments in order which may account for
our difference.  According to 8.4 the occupation penalty is applied in the
Manipulation Step and the PSA Step takes effect after this.

Regarding the manpower collection I see where I made one error in mistaking
Picardy for Normandy.  However, we both seem to have forgotten Baden, which
adds another +2 MP for a grand total of 24 MP.
