[eia] control of minors

Nate suggested to me that a small map color-coded by political control
would be nice to have. I'd like to expand on that and create an animation,
one month per frame, showing the change of political control of areas over
time. This will be easier to do if each player would send me a list of
when you gained control of minors you've had over the course of the game.
