So Spain is gaining +1 PP and paying the -5 mp for it now in March,based on the setting from December. Since Spain is keeping the same setting, it will gain +1 PP in June and pay the -5 mp for it then.
I didn't realize that you paid in the month you received the manipulation, not in the month you made it. Isn't that a problem near the end of the game? Anyhow, that means I'm down $11 this month, and lose the 5 manpower in June (see other net discussion for why $11 and not 5 mp)

okay, one die roll coming up.And I do appreciate the careful check. I knew there was no hope of my doing this phase correctly, far to complex for a first time through, especially since my time to pay attention is limited.
