I believe so.  Per 7.5.1.3 field and limited combat takes place first,
followed by sieges.  It does not state specifically that you can wait this
long to _declare_ them, just that they take place in that order.  However,
this is what I did in Feb. w/r/t the sieges in Prussia and nobody questioned
it.
