[eia] spanish naval for 2/06 - part two

As Joel said, the rules for a peace treaty require that the Spanish fleet 
leaves Tripoli, because the country has changed hands since the fleet
arrived.



Sigh. I of course, read Joel's message as entirely the reverse.

Right, so off we go!
