I believe San Sebastian and Gerona are both the same distance by land from
London.  Does that make it Spain's choice ?  I would think so.  I agree with
Kyle about the 4 I garrison going to Cadiz.

Here's another question.  Since Spain is in the Instability zone as of the
Peace step, Sardinia will become neutral during the Minor Country Control
step.  Is the Spanish garrison repatriated, and to where ?  I guess I would
say Palma (in Majorca), which by sea is the closest Spanish city.
