If the British hadn't pursued and blockaded, then
the Spanish fleets could have retreated 5 spaces to Tripoli, then moved 6 more
spaces during Spain's naval phase, which would add up to the same amount of
movement.

would be able to continue moving all the way back to Tripoli to blockade the

Spain will still have a naval phase, correct?
So
the Spanish fleets successfully evade combat. They can choose to
retreat to Damietta or Alexandria (the closest allied ports),
Tripoli (the closest Spanish port), or be retreated one sea space
of GB's choice.
