Remove Devout & Bernadotte

Infantry corps in LeHavre detatches 1 militia and is removed

Remove 3 militia from the Paris garrison (these will return as infantry IAW 12.1.1)

Add 8 French infantry to the Paris garrison (total garrison is now 9 French infantry)

Add 3 Dutch infantry to the Holland corps (now 5/2)

Place 3 Egyptian infantry in Cairo
