    I guess I should be a *little* more careful.  Obviously, a 1 factor
depot garrison will not automatically retire if faced with only 1 cossack
factor.  So let's put this more carefully:  As far as my forces are
concerned, a 1 factor depot garrison will always retire into a city (if
possible) whenever it is public knowledge that the depot garrison faces an
enemy force composed of at least 5 factors.
