I do not believe Spanish fleets presently have access to Athens.  Among
other things, rule 6.2.1.2 says, "A fleet(s) may enter a port controlled by
another major power or neutral minor country only to attack a fleet(s) there
or with the controlling power's permission, even if the port city has no
garrison."

So the argument that Spanish fleets should have access because they are at
war with Turkey holds no weight, because if the Russian occupiers were gone,
the Spanish fleets still wouldn't be allowed to enter the port (except to
attack enemy fleets there, then leave).

But Russia controls the port, and may give Spain "permission" to move its
fleets into Athens.  But assuming that "permission" means the same thing as
"access", it hasn't been given (yet).  For example, France controls the
ports of Damietta and Alexandria, and France has given Spain access, so the
Spanish fleets could have gone, and could in the future go, to one of those
ports.

If someone wants to argue that the "permission" mentioned in 6.2.1.2 is
distinct from "access" as we have been using it, then we need to come up
with guidelines as to when it can be given, etc.

Anyway, that's my view.
