Actually, according to 10.6.1, cossacks alone have an intrinsic tactical rating of 0, so the Russian roll would be modified by +1 for cav superiority and -1 for tactical = no change. Unfortunately for Turkey, a straight roll of 6 still breaks a feudal corps, and still infltcs 1 casualty.
