[eia] Minor country forces

All,
 
I noticed as I was reviewing my records that I forgot to place the
Bavarian and Venetian troops on the board that I'd purchased in the
first economic phase; they should have been placed in June.  Would
anyone mind if I put them on the board this reinforcement phase?
