I beleive GB dropped -1 PP (to the higher "9" box) due to the ceding of
Finland to Russia.

Also please note that since the beginning of the turn, which this chart
represents, Spain has dropped -1 PP for the declaration of war on
Tripolitania (if anyone supports it).

    Since Spain did not use Economic Manipulation in March, I am sending out
the following PSD with a reasonable degree of confidence.  (I am assuming
that JJ and I are right about Austria's position on the chart, and I am
assuming that Spain will not cede any territory.  If either of these
assumptions are mistaken, that could change the results shown.)
