Setting aside Russia's reinforcement phase, Austria has not yet taken
theirs.

Setting aside the Russian and Turkish naval phases, that still leaves
Spain's.

After these steps are complete, we can start into the land phase, in the
order; Austria, Great Britain/Prussia, Spain, France.
